The successful candidate will oversee the prudent, transparent, and accountable management of NICE Project resources in accordance with donor reporting requirements, organizational policies, and applicable regulations.

Job Summary

Oversee the prudent, transparent, and accountable management of NICE Project resources.
Safeguard donor investments through financial planning, budget management, financial audits, financial analysis, and reporting.
Work closely with the Project Manager and implementing teams to ensure financial resources are utilized efficiently and effectively.
Ensure compliance with donor guidelines and organizational policies while promoting value for money and fiduciary accountability.
Support the achievement of project results through effective financial management.

Key Responsibilities

Support annual budgeting, forecasting, and financial planning in line with donor guidelines.
Work with project teams to develop costed work plans and monitor budget implementation.
Analyze budget variances and provide relevant financial information to project teams.
Maintain accurate financial records and post financial transactions.
Process payment requisitions and manage payments, bank accounts, debtors, creditors, and fixed asset registers.
Conduct monthly bank reconciliations and ensure timely payments to service providers.
Supervise program asset inventory, recording, and verification.
Generate accurate financial reports and prepare end-of-year adjustments.
Conduct financial variance analysis and support institutional and project audits.
Enforce compliance with organizational policies, donor requirements, national laws, and applicable regulations.
Implement procedures designed to minimize financial risks.
Provide technical assistance to partners on financial reporting requirements.
Respond to audit and programme documentation requests.
Maintain the finance filing system and month-end reporting schedule.
Provide administrative support to project operations, including processing procurement requests.
Maintain supplier and contract records and track purchase orders and deliveries.
Ensure procurement documentation meets donor and organizational standards.

Qualifications and Skills

Bachelor's degree in Finance, Accounting, Economics, Business Administration, or a related field.
Professional accounting qualification such as CPA or ACCA is an added advantage.
Proven experience in financial management, budgeting, and expenditure forecasting on donor-funded projects.
Proficiency in accounting or financial management software such as QuickBooks, Sage, or similar systems.
Advanced MS Excel skills.
Strong understanding of donor compliance frameworks, financial reporting requirements, and audit processes.
Excellent analytical, report-writing, and presentation skills.
Strong planning and organizational skills with high attention to detail.
Ability to work with minimum supervision and deliver results under strict deadlines.
Experience working with donor reporting requirements and compliance frameworks is an added advantage.
