The Office of the Registrar of Political Parties (ORPP) is seeking to recruit competent, capable and self-motivated individuals to serve as County Monitors (55 Posts) on short-term contract terms. The successful candidates will monitor pre-election, election and post-election activities of political parties, including compliance with the Constitution, the Political Parties Act and the Code of Conduct for Political Parties.

Position Details

Job Title: County Monitor.

Department: Field Services Coordination.
Terms of Service: Ten months short-term contract, January 2027 to October 2027.
Reporting to: ORPP Regional Coordinator.
Duty Station: ORPP Field Offices, across counties.
Remuneration: Consolidated monthly gross salary of KSh. 75,000.
No. of Posts: 55.

Job Purpose

To coordinate and oversee the monitoring of political party activities at the county level to ensure compliance with the Constitution, the Political Parties Act, the Code of Conduct for Political Parties and other relevant laws, while providing leadership, guidance and oversight to constituency-level monitoring and reporting.

Duties and Responsibilities

Monitoring the activities of political parties to ensure compliance with the Constitution, the Political Parties Act, the Code of Conduct for Political Parties and other relevant laws within the county of deployment.
Liaising with relevant government agencies on the implementation of the Code of Conduct for Political Parties within the county of deployment.
Providing training and sensitization support to political parties at the county level.
Liaising with the registration department on verified political parties’ membership list.
Verifying membership status for aspirants.
Supervising constituency monitors and consolidating monitoring reports from the constituencies.
Preparing reports on county-level monitoring activities.

Qualifications

Bachelor’s degree in Laws, Public Administration, Education, Political Science or an equivalent qualification from a recognized institution.
Certificate in Computer Applications.
Kenyan citizen.
Analytical skills.
Competent in report writing.
Willing to work anywhere within Kenya.
Must be a resident of the County they wish to work in.
Must meet the requirements of Chapter Six of the Constitution.

Required Clearances

Successful candidates shall be required to provide clearance from the following institutions:

Ethics and Anti-Corruption Commission (EACC).
Kenya Revenue Authority (KRA).
Directorate of Criminal Investigations (DCI).
Credit Reference Bureau (CRB).
Higher Education Loans Board (HELB).
Authentication and recognition of foreign degrees by the Commission for University Education where applicable.
