The Inter-University Council for East Africa (IUCEA) is inviting suitably qualified nationals of the East African Community (EAC) to apply for Cohort 4 of the KfW-funded Two-Year Master's Scholarships. The scholarship supports academically talented but financially disadvantaged students to pursue eligible Master's studies in an EAC Partner State other than their country of citizenship.

Scholarship Benefits

One return economy-class air ticket between the scholar's home country and host country at the commencement and completion of studies.
Full tuition fees paid directly to the host university.
Arrival allowance of EUR 200 upon arrival in the study country and opening a bank account.
Monthly stipend of EUR 380 to cover accommodation, meals, local transport and other living expenses.
Study materials allowance of EUR 650 as a lump sum.
One-time study and research allowance of EUR 1,500.
Medical insurance coverage for the duration of the scholarship.
Visa or entry fee support where a host country entry pass or student pass is required.
Participation in at least one extracurricular event.

Eligibility Requirements

Applicants must satisfy all of the following requirements:

Be a citizen of one of the eight EAC Partner States listed in this call.
Be below 35 years of age at the time of application.
Apply to study in an EAC Partner State other than their country of citizenship.
Hold a Bachelor's Degree with a minimum of Second Class Upper Division, Distinction or an equivalent qualification.
Have applied for admission to an eligible Master's programme offered by a participating university.
Submit a complete scholarship application within the stipulated application period.
Provide supporting documents demonstrating that all eligibility requirements have been met.

Eligible Master's Programmes

Applicants must apply for admission to an approved Master's programme offered by a participating university in an EAC Partner State other than their country of citizenship. The list of approved programmes and participating universities should be reviewed before submitting an application.

Applicants may apply for more than one eligible Master's programme and or university.
Each programme application is treated as a separate application.
Each programme requires a separately completed online scholarship application form.
Each programme also requires a separate email submission containing the complete set of supporting documents.
Incomplete applications or applications missing the required supporting documents will not be considered.

Application Process

Part A: Apply for Admission to a Partner University

Step 1: Review the scholarship call and select an eligible Master's programme and university from the approved list.
Step 2: Visit the selected university's website and review its admission requirements and application process.
Step 3: Apply for admission to the university, indicating your intention to apply for the EAC Scholarship Programme. Pay the university application fee where applicable.

Part B: Apply for the EAC Scholarship

Step 4: Complete and submit the online EAC Scholarship Application Form. The application link opens on August 20, 2026.
Step 5: Review the Supporting Documents Checklist and identify all required attachments.
Step 6: Compile all required supporting documents into a single folder and name the files according to the prescribed document codes.
Step 7: Compress the required supporting documents in PDF format into one ZIP folder and submit it by email.

Important Application Instructions

Applicants applying for multiple programmes must submit a separate online scholarship application for each programme.
A separate email containing a complete set of supporting documents must also be submitted for each programme.
Applicants are strongly advised to submit all supporting documents for each programme in a single email.
Where multiple submissions are made for the same programme, only the first submission will be considered unless the applicant sends an email requesting that the previous submission be disregarded before the deadline.
Applying for admission to a university does not constitute an application for the EAC Scholarship Programme.
Applicants must complete the scholarship application separately and submit all required supporting documents.

Priority Applicants

Female applicants, persons with disabilities and applicants from other disadvantaged backgrounds are strongly encouraged to apply. The Programme aims to achieve at least 50% female participation among scholarship beneficiaries.

About the EAC Scholarship Programme

The EAC Scholarship Programme is a regional initiative of the East African Community and the Federal Republic of Germany, implemented by the Inter-University Council for East Africa. The Programme seeks to develop future leaders who will contribute to regional integration and sustainable development.

The Programme was launched in 2018 and supported 180 Master's students during its first phase. Phase II commenced in October 2025 and is expected to support at least 280 students across three cohorts from all current EAC Partner States.

In addition to financial support, scholars benefit from leadership development, mentoring, networking opportunities and regional integration activities. The vision of the Programme is "Leadership to Foster Regional Integration."

A virtual pre-application information session will be held to provide interested applicants with an opportunity to seek clarification on the Call for Applications and application requirements.

Interested and eligible applicants should first apply for admission to an approved Master's programme at a participating university in an EAC Partner State other than their country of citizenship. Applicants must then complete the separate EAC Scholarship application and submit the required supporting documents by email.
